confused

I don't know if there is a single word in English that fully captures the meaning of gong(7) gong5. Growing up, I thought it meant "stupid". I've heard some Gaginang people say it means "confused". My cousin told me he thinks of it as "senile". My mom said it was "a little silly, a little crazy, not all there in the head".
